DC Standard Engineering Manuals Update | Transportation Design & Construction Guidelines

Precision Systems, Inc. (PSI) led a comprehensive overhaul of Washington, D.C.’s transportation engineering and construction manuals, modernizing technical guidance across planning, design, and implementation phases. This citywide initiative aimed to improve infrastructure consistency, resolve long-standing inter-agency discrepancies, and align practices with current transportation engineering standards.
Working with District stakeholders and subject matter experts (SMEs), PSI facilitated interviews and workshops to capture institutional knowledge and best practices. The team reviewed national guidelines, emerging technologies, and lessons learned from PSI’s own capital project experience to synthesize technical content into clear, standardized documentation.
Key outcomes included the development of new standards for bike facility design, roadside safety hardware, and context-sensitive solutions, resulting in a streamlined, user-friendly set of manuals that support safe, sustainable, and efficient infrastructure delivery across the District.
